Phil Disbury joins Tecknuovo as Commercial Director

Phil Disbury has joined disruptor technology delivery partner Tecknuovo as Commercial Director. With a long commercial career across local and central government, Phil is stepping into the private sector to transform how central government engages with suppliers from the outside.

Helping transform public sector bodies from the outside

Phil has been leading commercial programmes with impact across government and the wider public sector for over 15 years. One of his most notable achievements was launching the Digital and Legacy Application Services (DALAS) framework with HMRC and the Crown Commercial Service.

This framework gives public sector bodies a straightforward way of replacing outdated legacy applications with modern technologies, letting them refocus on building new and innovative services for the public. The framework’s design levelled up how public sector buyers can genuinely partner with the supply market, reduce dependency on single suppliers, and rapidly accelerate time to market.

Phil has chosen to work with Tecknuovo because he sees its ethos and Zero Dependency offering as the antithesis to the traditional consulting models which have proven detrimental to public sector bodies in the past.

He comments:

Continuing to serve taxpayers and departments through innovative commercial models

Phil will be continuing to serve the public sector in his new role at Tecknuovo. The company already has a large footprint in central government, helping transform and build capability for departments including HM Revenue and Customs, Department for Work and Pensions, Department for Energy Security and Net Zero, and Department for Education.

Phil will be a key leader in Tecknuovo’s mission to enhance how government delivers digital solutions, helping public bodies take control of and transform their technical capability, level up their ‘intelligent client’ capability, save taxpayers’ money, and deliver high-quality citizen-centred services.
